Charles R. “Chuck” O’Neal, MS, NRP, CCP-C, CP-C, FACPE is the Director of Member Support at the Kentucky Primary Care Association. Chuck’s career spans roles such as field provider, flight paramedic, firefighter/paramedic, emergency manager, government affairs, and administrator. Chuck holds a Master of Science in Safety, Security, and Emergency Management and a Graduate Certificate in Emergency Management from Eastern Kentucky University, a Bachelor of Science in Emergency Medical Care Administration from the same institution, and an associate degree in Paramedicine from West Kentucky Community and Technical College.
He specializes in leadership development, strategic planning, public policy, emergency resilience, and disaster recovery, with experience in both private and public sectors. Chuck is a Past-President of the Kentucky Chapter of the Association of Air Medical Services, a former Chairman and member of the National EMS Advisory Council, and a Fellow of the American College of Paramedic Executives. He is also affiliated with various professional associations like NEMSMA and IAEM.
In his free time, Chuck enjoys activities with his wife Molly, and is passionate about University of Kentucky sports, fishing, hiking, and kayaking.
